CyprusTHE UN yesterday inaugurated the new bi-communal ‘Joint Communications Room’ (JCR) in Nicosia’s buffer zone, with officials from both sides hailing it as a potential precursor to a federal solution for Cyprus.
Speaking at the ceremony on behalf of Turkish Cypriot leader Dervis Eroglu, representative Kudret Ozersay expressed hope that “the cooperation of the two sides will at one point turn into cooperation between the police forces of two future constituent states in a federal Cyprus.” His sentiments were echoed by President Demetris Christofias’ representative George Iacovou, saying he believed the two communities to be “pursuing a common vision”
The new permanent JCR will continue the work of the UN-backed Technical Committee on Crime and Criminal Matters (TCCCM), enabling the sharing of information on crime and crime prevention on both sides of the divide.
Law enforcement experts from each community liaise daily to provide support on crime across the island. Facilitator of the Committee Phil Spence noted: “We have one common purpose, to ensure that criminals don’t win.”
Greek Cypriot JCR delegate, criminologist and professor, Andros Karpadis described the impressive progress made since operations began in May 2009, with 89 cases passed between the two sides, most of which have resulted in prosecutions as a result of the cooperation.
The recovery of stolen property and missing persons, child protection issues and white collar crime such as money laundering have all been addressed by the committee, among other matters affecting both communities.
Karpadis shares the optimism of the two leaders, saying “Of course there are constraints to what we can achieve under different jurisdictions. This experience will prove useful assuming we are heading towards a solution – we are paving the way.”
The launch comes as part of a series of amiable cooperation between the two sides over recent days, and the UN Secretary-General’s Special Adviser on Cyprus, Alexander Downer, said at the event: “Exchanges of information, in particular, on crime and criminal matters are of enormous value to the authorities.” He deemed the JCR as “a very good example of the two communities in Cyprus working together” and pledged UN support “to ease the daily lives of Cypriots” through the TCCCM and other bi-communal committees.
The TCCCM is one of seven UN ‘Technical Committees’ geared towards bi-communal collaboration, and seems to have had more public success than its peers, which include committees on cultural heritage, humanitarian matters and economic/commercial concerns.
Funding for the new JCR came largely from the United States, and Ambassador Frank Urbancic said his country was “very proud to be associated with the JCR”. Embassy officials however declined to comment on rumours that US support is borne out of concerns that money laundering across the island could damage American interests. UN Development Programme spokesman John Lewis worked closely with the embassy, and believes the rumours to be unfounded. “US input is definitely part of a larger effort to support confidence building and information sharing between the communities.”
The JCR’s new headquarters is on the site of a former UN Observation Post in the western Nicosia sector of the buffer zone, and could represent an ante-room to future collaboration of police from both communities in a federal system. It remains to be seen whether the transformation of a site dealing with surveillance and security to a vehicle for cooperation and progress could be a bold symbol of things to come.

However, he said that the Trade Unions Platform should withdraw its decision to boycott products and services of employers who expressed their support to the measures of the government.

According to the daily Kibris newspaper (30.07.10) the Turkish Cypriot leader Dervis Eroglu said yesterday that the ongoing negotiating process is the last chance for reaching an agreement on the Cyprus problem. Speaking to 88 stagier at illegal Eastern Mediterranean University (DAU) from various countries, Eroglu reiterated that if a solution is not found, the Turkish Cypriots will continue living under the roof of their own state.
He also claimed that the Turkish Cypriots are free since 1974 and that they have established their own state.
