The agriculture minister may or may not be incompetent but surely this is where having a president to advise any minister is a given.

To have foot and mouth disease in this day and age is ridiculous, remembering what the British went though a few years ago culling all their cattle and sheep. This entire government should resign if being incompetent is the prerequisite.
