Cyprus’ Foreign Ministry, the Employers and Industrialists Federation (Oev) and the Pancyprian Pharmaceutical Manufacturers Association (Paef) recently signed a memorandum of cooperation to promote joint actions in humanitarian aid and development cooperation.
The agreement, signed on April 6, establishes a structured framework of collaboration between the public and private sectors, combining the diplomatic reach of the ministry, the institutional representation of the business community by Oev, and the specialised expertise of the pharmaceutical industry through Paef.
Through this partnership, the parties aim to support the provision of humanitarian assistance in pharmaceutical products to countries facing increased needs due to natural disasters or crises, while also facilitating the transfer of know-how and best practices in pharmaceutical policy and public health.
At the same time, the memorandum strengthens the outward orientation of the Cypriot pharmaceutical industry, highlighting its capabilities at an international level and enabling its participation in humanitarian and development programmes and initiatives.
The initiative forms part of broader efforts to advance the Sustainable Development Goals of the 2030 Agenda, with a focus on health, innovation and international partnerships, while its implementation will rely on coordination among the participating parties and the effective use of available resources and tools to deliver measurable interventions.
The Employers and Industrialists Federation, as the largest employer organisation in Cyprus, is expected to continue contributing to partnerships that combine entrepreneurship with social responsibility, promoting actions with international impact and added value for the Cypriot economy and society.
The memorandum, signed in the capital, defines the participants individually as “participants” and collectively as “participants”, formalising their intention to work together in a spirit of mutual trust and solidarity to strengthen humanitarian aid and development cooperation.
It acknowledges the Foreign Ministry’ role in planning and coordinating humanitarian and development policy, Oev’s contribution to corporate social responsibility and international cooperation, and Paef’s expertise in ensuring access to safe, effective and quality pharmaceutical products, particularly during humanitarian crises.
The agreement further recognises that international cooperation is fundamental to strengthening human health, social cohesion and humanitarian action at local, regional and global levels.
It explicitly aligns with key international frameworks, including the 2030 Agenda for Sustainable Development, notably Goal 3 on good health and well-being, Goal 9 on industry, innovation and infrastructure, and Goal 17 on partnerships, as well as the Addis Ababa Action Agenda on financing for development.
The memorandum also references core human rights instruments, including the International Covenant on Economic, Social and Cultural Rights, the Universal Declaration of Human Rights, and the Convention on the Rights of Persons with Disabilities, reaffirming the right of all individuals to the highest attainable standard of physical and mental health.
It highlights the universal right to healthcare, prevention, medical and psychosocial support and dignified living conditions, regardless of social or economic status, country of origin or nationality, while also underlining the protection of children’s rights as a global moral and legal obligation.
The cooperation framework includes a wide range of activities, such as providing medical and pharmaceutical aid to vulnerable populations, supporting health infrastructure in third countries, strengthening supply chains and distribution systems for medicines, and enabling the rapid deployment of pharmaceutical assistance in emergency situations.
It also covers the development and restoration of healthcare infrastructure, the provision of scientific and technical expertise, and the delivery of training and professional education programmes for health professionals and pharmacists both in Cyprus and abroad.
Additional actions include public awareness campaigns on humanitarian and development issues, efforts to improve access to safe and affordable medicines, and initiatives to enhance community resilience and disease prevention.
The memorandum promotes the international presence of the Cypriot pharmaceutical sector, encouraging participation in regional and global humanitarian programmes, as well as collaboration with international organisations, academic institutions and research centres.
It also envisages the exchange of information, data and best practices, and the joint participation in international funding programmes and initiatives related to humanitarian and development work.
A key provision includes the supply of generic medicines to healthcare systems, supporting high-quality care at reduced cost and enabling savings to be redirected towards high-cost treatments and research and development of innovative pharmaceuticals.
The agreement enters into force upon signature and remains valid without a fixed expiry date, subject to periodic review and potential amendment or termination by mutual consent, with a 30-day written notice period required for withdrawal.
It is explicitly stated that the memorandum is a non-legally binding declaration of intent, does not create legal obligations or rights, and does not establish any exclusive or representative relationship between the parties.
The participants also commit to data protection compliance under EU and national legislation, while allowing for public communication of their cooperation, provided that confidentiality and shared objectives are respected.
Finally, the agreement provides that any disputes will be resolved amicably through consultations, reinforcing the collaborative and non-binding nature of the partnership.
